Senior Infrastructure Analyst (Mission Assurance)

DUTIES:

Senior Infrastructure Analyst for Mission Assurance are responsible for identification, assessment, and facilitation of remediation of vulnerabilities to critical infrastructure. Includes the identification and assessment of mission systems and infrastructure critical to USAFRICOM, facilitating development of remediation plans, analysis of dependencies between mission critical and supporting assets, evaluation of OPLANS, CONPLANS, numbered and named operations to establish the connection between plans, mission essential tasks and the enabling assets.

Identification of Critical Infrastructure.

  • Assist government personnel in researching DoD and AFRICOM directives, regulations, war plans, mission essential tasks (METs) and other sources of information to identify mission critical assets, both DoD and non-DoD owned that are critical to the conduct of USAFRICOM missions.
  • Identify, document, and assess critical infrastructure required to support all command missions.
  • Conduct integrated analytical methods by evaluating the potential consequences of disruption from all-hazards threats and incidents on infrastructure in the USAFRICOM AOR.
  • Research will include identifying critical infrastructure that supports USAFRICOM's primary and supporting missions, which will be used to develop a USAFRICOM Task Critical Asset List (TCA List).
  • Provide expertise in asset tiers (tier one – mission failure, tier two – mission degradation; tier three – potential Tier 1 or 2 asset; task asset – asset which supports Mission Essential Tasks) during formulation and management of the TCA list; these results are used to formulate vulnerability assessment schedules informing decision makers to strengthen infrastructure security and resilience on AFRICOM critical infrastructure.
  • Determine interdependencies between various critical infrastructure assets.

Assessment Planning and Facilitating.

  • Provide technical expertise to assist in developing yearly assessment schedules.
  • Assist in planning and facilitating vulnerability assessments by coordinating development of an assessment focus statement with USAFRICOM components (USARAF, AFAF, NAVAF, SOCAF, MARFORAF, CJTF-HOA), staff and Agencies.
  • The assessment focus statement defines the goals, objectives and other parameters framing the assessment. Contractor will provide supplemental technical assessment services.
  • This includes providing support to the assessors and assessed organization before, during, and after the assessment.

Remediation and Risk Management.

  • Prepare and maintain a risk management matrix detailing the threats, hazards, vulnerability, and impact of loss for each finding from an assessment.
  • Assist USAFRICOM staff and components in the determination of vulnerability ratings and appropriate risk management response to vulnerabilities found during the assessment.
  • Track vulnerabilities and remediation actions in concert with the assessed organization to assist in the management of risk to mission and specifically the relevant critical infrastructure.
  • Maintain awareness of current and advancing technologies to continually broaden expertise.
  • Partner with components and staff to prepare briefings on status of USAFRICOM's critical infrastructure for the USAFRICOM Deputy Commander's critical infrastructure update.

Mission Assurance.

  • Collaborate with the USAFRICOM Staff to help shape execution of the Mission Assurance (MA) program to comply with Departmental level guidance.
  • The objective is to synchronize MA activities through an integrated approach to mission risk management. Success is defined by a reduction of mission risk over the full spectrum of threats, hazards and vulnerabilities that affect mission critical capabilities, functions, and supporting assets.
  • The Mission Assurance Working Group/Coordination Board is the primary interface through which mission assurance objectives are addressed.
  • Work with USAFRICOM and component staffs as well as partner Agencies and Combatant Commands to execute missions by preventing or mitigating the loss or degradation of USAFRICOM-owned critical infrastructure within their assigned areas of responsibility.
  • Work with the USAFRICOM staff and other subject matter experts to integrate key terrain-cyber analysis with the USAFRICOM TCA List. Collect, assess, and disseminate MA-related threat and hazard assessments and warnings, as appropriate, to subordinate elements and other authorized activities.
  • Participate in MA advisory forums and provide recommendations on addressing mission risk based on the work of assessment teams and post assessment risk management analysis.

Identify, document, and assess critical infrastructure required to support all command missions.

  • Coordinate with the Joint Staff, subordinate commands, Services, Combat Support Agencies, and other DOD activities to assure the availability and operability of HQ USAFRICOM identified critical infrastructure and assets which may be owned and operated by other Commands, Agencies, or the public sector.
  • Assist the USAFRICOM staff in ensuring that critical infrastructure is incorporated into deliberate and crisis action planning, ensuring that data, information, and assessment results are integrated and shared.
  • Review, collect, and analyze data to draft technical reports, charts, briefings and other operations related documents.

MINIMUM QUALIFICATIONS:

  • TS/SCI
  • Education/Experience: Masters' degree in a technical or scientific discipline (Computer Science, Electrical Engineering, Mathematics, Logistics Management, or Structural or Mechanical Engineering)
  • At least eight (8) years' recent experience in infrastructure assurance, communications, intelligence, logistics, medical, or other technical fields.
  • Experience as a United States Military Officer (MAJ/O-4 or above) or equivalent civilian rank (GS-13 or above) in the Department of Defense.

  • Bachelor's degree in a technical or scientific discipline (Computer Science, Electrical Engineering, Mathematics, Logistics Management, or Structural or Mechanical Engineering)
  • At least eleven (11) years' recent specialized experience in infrastructure assurance, communications, intelligence, logistics, medical, or other technical fields.
  • Experience as a United States Military Officer (MAJ/O-4 or above) or equivalent civilian rank (GS-13 or above) in the Department of Defense.
